Rahul Gandhi’s Empathy Visit Amid Turmoil: Haryana DGP Sidelined in IPS Officer’s Tragic Suicide Probe

Chandigarh: The Haryana government has placed Director General of Police Shatrujeet Kapoor on leave as scrutiny intensifies over the suicide of IPS officer Y Puran Kumar, with the deceased’s family and opposition parties demanding accountability for alleged harassment. This follows the earlier transfer of Rohtak Superintendent of Police Narendra Bijarniya, linked to the case, amid claims of misconduct by senior officials.

The decision underscores growing calls for reform within the state’s police force. “Yes, the DGP has been sent on leave by the government,” Rajiv Jaitly, media adviser to the Haryana chief minister, told PTI.

Kumar, a 2002-batch IPS officer, was discovered with a self-inflicted gunshot wound at his Chandigarh home on October 7. Authorities recovered an eight-page suicide note, purportedly authored by him, in which he accused eight high-ranking IPS officers—including Kapoor and Bijarniya—of perpetrating caste-based discrimination, mental torment, public humiliation, and entrenched institutional mistreatment. The note has fueled a broader conversation on workplace toxicity in law enforcement.

In parallel, the investigation advances under the Chandigarh Police’s Special Investigation Team (SIT). Officers have served a formal notice to Amneet P Kumar, the late officer’s wife and an IAS officer, urging her to surrender her husband’s laptop. Investigators suspect the device holds vital digital evidence, as it was reportedly used to draft the suicide note, which remained unsent in the drafts folder.

Forensic analysis of the laptop could reveal the note’s composition timeline, recipients of any emailed versions prior to Kumar’s death, and response patterns—such as when messages were accessed. Despite repeated requests, the device has not yet been provided to the SIT, potentially delaying breakthroughs in understanding the events leading to the tragedy.

Adding a layer of political resonance, Leader of Opposition in the Lok Sabha Rahul Gandhi is scheduled to visit Chandigarh today to console Kumar’s grieving family. “LoP Shri Rahul Gandhi will be visiting Chandigarh tomorrow to extend his condolences to the family of the late Shri Y. Puran Kumar (IPS),” the Indian Overseas Congress announced on its official X account, reflecting cross-party solidarity in the wake of the incident.

The case continues to draw national attention, highlighting persistent challenges of bias and stress in India’s civil services. As the SIT delves deeper, outcomes could prompt wider structural changes to safeguard officers from similar fates.
