
Brihanmumbai Municipal Corporation (BMC)’s Improvement Committee on Friday (August 14, 2026) approved the leasing of a 25,543 sq. m land at Century Mills in Mumbai for 30 years at ₹1,321 crore for renovation to Mumbai-based developer Peddar Realty Ltd.
The proposal was authorized by the Improvement Committee, which is led by Sandhya Vipul Doshi of the Shiv Sena (Shinde). The committee stated that the rehabilitation of the site will help rehabilitate the workers’ families and create more housing opportunities. Sandhya Vipul Doshi of the Shiv Sena (Shinde), who was elected on February 23 without opposition, serves as the committee’s chair. The committee primarily handles BMC-owned plots, buildings, and other properties.
Peddar Realty was the highest bidder during the tender process, offering ₹1,351 crore, which was only 0.22% more than the BMC’s quoted price of ₹1,348 crores.
K. Raheja Corp., Keystone Realtors, Shapoorji Pallonji Real Estate, and Peddar Realty were competitors. The Century Mills workers’ community, which consists of 23 buildings, 476 residential tenements, and 10 stores, is to be redeveloped, according to the BMC proposal.
The constructor will refurbish the colony’s residents, providing eligible residents with a minimum carpet space of 405 square feet. The construction of commercial residential units is also included.
Congress and the Shiv Sena (UBT) opposed it, arguing that the land parcel’s prime location should be used to secure public housing and produce long-term public value rather than allowing private development. “Close the DP (Development Plan) department if the reservation has to be modified. Following objections and suggestions, the DP was created. These requests to modify reservations are all motivated by personal agendas. We are powerless because they have the majority,” stated Shiv Sena (UBT) leader Vishakha Raut.
Sachin Padwal, another Shiv Sena (UBT) corporator, requested that the body be renamed the “Reservation Change Committee,” stating that “at least 40 reservation change proposals have been approved over the last six months. You wish to privatize everything.”
Century Spinning and Manufacturing Ltd. leased the land for 28 years in 1927 so that its employes may live there. The land’s ownership was contested in 1995, but it was given to BMC on January 7, 2025, following a ruling by the Supreme Court.
Concerns about the legitimacy of this approval were also brought up during the conversation. The opposition questioned whether the proposal took into account the unique regulatory framework under Regulation 35 of the Development Control and Promotion Regulations (DCPR) 2034 that applies to cotton textile mill lands.
