Passport is a Travel Document, Not Document of Citizenship: MEA

New Delhi: The Ministry of External Affairs (MEA) has clarified that while passports are issued only to Indian citizens, the document itself does not constitute conclusive proof of citizenship. The clarification was made on the occasion of the 14th Passport Seva Divas and has sparked a wider discussion on what documents can be considered definitive evidence of Indian citizenship.

Passport Primarily a Travel Document

According to the MEA, a passport is issued by the government to facilitate international travel and should primarily be viewed as a travel document. The ministry stated that merely possessing a passport does not, by itself, establish citizenship.

The clarification has reignited debate on social media platform X, with many users questioning what qualifies as conclusive proof of citizenship in India.

Adding to the discussion is the fact that passports are not issued to non-citizens. However, as noted by India Today Group Consulting Editor BV Rao, the issuance of a passport and proof of citizenship are treated as separate matters under the law.

A note printed on the back flap of Indian passports also states that the document remains the property of the Government of India and must be surrendered whenever directed by the government.

Aadhaar and Voter ID Also Not Conclusive Proof

The clarification comes months after the Supreme Court, during hearings related to the Special Intensive Revision (SIR) of voter rolls, observed that Aadhaar is not conclusive proof of citizenship and serves primarily as a document of identity.

Similarly, a voter identity card is not regarded as proof of citizenship. It functions mainly as an identity and residence document and enables eligible individuals to vote during elections.

Citizenship by Birth Rules

Under Indian citizenship laws, individuals born in India between January 26, 1950, and July 1, 1987, are considered citizens by birth.

For those born after July 1, 1987, citizenship by birth is granted if either parent was an Indian citizen at the time of birth.

Individuals born on or after December 3, 2004, qualify for citizenship by birth only if both parents are Indian citizens, or if one parent is an Indian citizen and the other is not an illegal immigrant at the time of birth.

Passport Services Expansion Highlighted

Alongside the clarification, the MEA highlighted major improvements in passport services across the country, including the rollout of chip-enabled e-Passports.

An MEA official said that 1.5 crore passport and related services were delivered in 2025, with passports accounting for 1.39 crore of the total.

The ministry also noted improvements in service efficiency, stating that passports are now delivered within six working days on average, excluding the time required for police verification. Citizens spend less than 45 minutes on average at Passport Seva Kendras, according to the official.

The reduced processing time has been attributed to the significant expansion of passport infrastructure. India now has 545 Passport Seva Kendras nationwide, compared to 77 centres a decade ago.
