The Rajasthan family at the centre of the NEET-UG 2026 paper leak controversy had allegedly been procuring and selling medical entrance exam papers in previous years as well, Rajasthan Police sources told Media Agencies.
Brothers Mangi Lal and Dinesh Biwal, residents of Jamwa Ramgarh in Jaipur district, are accused of leaking this year’s paper to coaching institutes in Sikar. According to police sources, they had also allegedly obtained medical entrance exam papers for their own family members before selling them to others in earlier years. The Rajasthan Police found that all five children of the Biwal family had allegedly received the NEET 2025 question paper before the examination was held.
The brothers were initially in Rajasthan Police custody before being arrested by the CBI. They are described as a crucial link in a paper leak network that allegedly spread to other parts of the country through Sikar.
The Chain: From Maharashtra to Rajasthan to Haryana
Investigators say the papers were sourced through a Maharashtra-based network. Shubham Khairnar, identified as the source of the leaked paper, is a third-year BAMS student and the son of a practising doctor. He allegedly handed the paper to Yash Yadav from Haryana, who had been studying in Sikar and came into contact with Mangilal’s family during his preparation there. Yadav then allegedly passed it to Mangilal Biwal, who had reportedly purchased the paper for his son Vikas Biwal and his nephews.
Vikas Biwal, currently pursuing MBBS at Sawai Madhopur Medical College, is also accused of selling the leaked paper further along the chain. Investigators say Rs 65 lakh was paid to procure and distribute the paper.
Three persons arrested from Maharashtra including a woman were allegedly part of an admission counsellors’ ring, all from families with medical backgrounds. Dhananjay Lokhande’s brother is a practising doctor, while Manisha Waghmare’s husband is a dentist.
Coaching War in Sikar Cracked the Network Open
Officials believe the NEET 2026 leak is not an isolated incident but part of a years-long organised parallel network. According to investigators, it came to light this year because one member deviated from his assigned role, and because of intense competition among coaching centres in Sikar. Authorities believe the matter could have been suppressed, as it allegedly had been in previous years.
The leak was exposed after Dinesh’s son Rishi distributed the papers. Sources said a rival coaching institute, together with a PG accommodation operator, alerted the NTA about the irregularities amid an ongoing dispute between coaching centres in the region.

Coaching institutes in Sikar are now under scrutiny as officials work to identify influential individuals for whom the Biwal family allegedly operated. Investigating agencies maintain that those arrested so far are only part of a much larger network, with the entire racket believed to have been orchestrated by the coaching mafia.
Union Education Minister Dharmendra Pradhan on Friday acknowledged the leak, saying there had been a “breach in the chain of command” and that the government was taking responsibility. Fresh examination dates have been announced and a CBI probe ordered.
