New Delhi: The Delhi Police Special Cell has arrested nine individuals suspected of being part of a terror network allegedly linked to Pakistan’s Inter-Services Intelligence (ISI) and elements associated with the Mumbai underworld. According to officials, the group was allegedly preparing attacks on important installations and security personnel in Delhi, Mumbai, and several other major cities.
The arrests were made following a coordinated intelligence-based operation carried out by the Special Cell. Investigators claim the suspects were acting under instructions from handlers operating across the border and were assigned the task of carrying out targeted attacks aimed at creating fear and disrupting security arrangements.
Arms and Explosives Recovered During Operation
Police officials stated that a cache of weapons and explosives was seized from the accused during the operation. The recovered material reportedly includes sophisticated pistols, grenades, ammunition, and other items believed to have been intended for terror-related activities.
Authorities said the recoveries are being examined as part of the ongoing investigation into the wider network and its operational plans.

Links to Pakistan-Based Handlers Under Investigation
Preliminary findings suggest that the accused were allegedly in communication with Pakistan-backed operatives and had been receiving instructions regarding potential targets. Officials suspect that the module was planning attacks on strategic locations as well as members of the security forces.
Security agencies are now examining communication records, financial transactions, and other evidence to identify the full extent of the network and its cross-border connections.
Suspects From Multiple States
Sources told India Today that the arrested individuals belong to different states, including Delhi, Maharashtra, and Punjab. Officials also indicated that some foreign nationals are among those detained, although their identities and nationalities have not yet been disclosed publicly.
Mumbai Underworld Angle Being Probed
Investigators are also looking into the alleged links between the accused and the Mumbai underworld. Security agencies believe criminal networks may have been used to facilitate funding, logistics, and the movement of operatives connected to the suspected terror module.
The probe remains ongoing as authorities work to uncover the broader network, identify additional associates, and determine whether any other planned attacks were in preparation.
