The Wall Street Journal reported, citing sources, that CIA chief John Ratcliffe’s unexpected visit to Moscow was intended to warn Russia against invading NATO nations. Ratcliffe’s first known journey to Moscow took place in the midst of new US intelligence assessments that Russian President Vladimir Putin would try to test the North Atlantic Treaty Organization’s commitment in the upcoming years by launching a limited attack on an alliance nation.
US officials are worried that any such action could be anything from a limited ground incursion to a cyberattack, possibly aimed at one of the Baltic countries, according to the WSJ.
The visit was downplayed by US President Donald Trump, who described it as “semi-routine” and implied that the intelligence head was in the Russian capital to talk about the conflict in Ukraine. “He’s there, kind of semi-routine. I detest letting people down. In an interview, Trump stated, “We want the war with Ukraine to end.” The US judgment, however, coincides with Russia’s ongoing conflict with Ukraine and mounting domestic pressure. According to the report, US officials also think that Moscow’s calculations could be affected by shortages of vital Western weapons.
The demands of the Iran war and supplies transferred to Ukraine since Russia began its full-scale invasion in 2022 have put a strain on Western military reserves.
Ratcliffe spoke with Russian intelligence officials on his visit to Moscow, according to Kremlin spokesperson Dmitry Peskov on Wednesday. He claimed that although the Russian president was informed of the talks, Ratcliffe did not meet Putin. Ratcliffe’s trip’s aim has not been made clear by the White House.
While the White House directed reporters to Trump’s statements, the CIA declined to comment on the trip.
As Washington seeks communication with Russia on the conflict in Ukraine, Ratcliffe, one of Trump’s closest aides, is the most recent high-ranking US official to visit Moscow.
In an attempt to promote peace negotiations between Russia and Ukraine, US ambassador Steve Witkoff has also visited Moscow on multiple occasions. Because US intelligence directors rarely visit Moscow, Ratcliffe’s visit is especially noteworthy. William Burns’ visit to the Russian capital in November 2021, when he cautioned Putin against invading Ukraine, was the last known visit by a CIA director.
Despite numerous diplomatic attempts, the Russia-Ukraine war is currently in its fifth year and shows no signs of a long-term resolution.
