MGNREGA Scam in Gujarat: Wages Withdrawn Using Job Cards of Deceased Persons

Anand: A case of financial fraud under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) has come to light in Kalu village of Borsad taluka, Anand district. Authorities discovered that payments were made using fake attendance records of individuals who had passed away years ago.

According to an official report submitted by Assistant Taluka Development Officer Hetalben N. Sharma, three deceased individuals—Ramanbhai Fatabhai Parmar (died May 8, 2018), Himatbhai Udabhai Parmar (died April 11, 2017), and his son Chandu Parmar (died July 21, 2017)—were shown as working under the MGNREGA scheme in 2020 and 2021. A total amount of Rs 6,253 was disbursed illegally in their names through fake attendance: six days for Ramanbhai, six for Himatbhai, and seven for Chandu.

Despite the gravity of the allegations and a written complaint submitted to in January 2025, no FIR has been filed yet. What has shocked many is that even after Chief Minister personally ordered swift action during a public event a month ago—after petitioners raised the issue—local authorities and police have failed to act decisively.

During the CM’s visit to the area for a public felicitation event, complainants approached him directly with evidence of the scam. The Chief Minister reportedly reprimanded officials present and instructed them to register a case and initiate legal proceedings immediately. However, only superficial steps were taken at the taluka level, and the case continues to stall without an official FIR.

Allegations have now emerged that political pressure is influencing the police investigation. Notably, a senior officer in Borsad taluka was allegedly transferred overnight under the influence of a local political leader, raising concerns about attempts to suppress the case. It is being claimed that Virsad police are hesitating to register the case due to external interference.

Deputy Superintendent of Police for Khambhat has since demanded a report and directed Virsad police to act without delay. Inspector Prakash Vasava has confirmed that an investigation is underway and that evidence is being verified.
