Chandigarh : Senior Haryana IPS officer, Y Puran Kumar, who shot himself dead at his home in Chandigarh on October 7, drafted a will and messaged that along with the 9-page suicide note to his wife, senior IAS officer, Amneet P Kumar, the day before. Puran Kumar killed himself with his service revolver at around 1:30 pm in the basement, which was soundproof. In his note, he named 12 officers, including both serving and retired IAS and IPS officials, and accused them of mental harassment, administrative bias, and caste discrimination.
Specific allegations were made against DGP Shatrujeet Singh Kapur, including objections to Puran Kumar receiving arrears, which led to financial loss for his batch. The late IPS officer also alleged the DGP applied additional rules in allotting official accommodation, submitted a false affidavit to obstruct his housing request, and withdrew his official vehicle in November 2023 to harass him. Both the will and the suicide note were recovered from the site, with the latter found in his pocket.
Amneet Kumar asked her daughter to check on Puran Kumar immediately. Their daughter was out shopping at the time and rushed home upon being contacted by Amneet Kumar before making the tragic discovery. Puran Kumar drafted the bill on October 6, in which he left his entire assets to his wife. Upon receiving her husband’s will and suicide note via texts, she began making frantic calls to him. When none of her 15 calls were answered, she turned to their younger daughter for help.

According to sources, on October 7 morning, Puran Kumar was at home with his family cook, Prem Singh, who has been working for the family for six years. Singh recounted that at around 10 am, Puran Kumar said he was going to the basement, which has two rooms, including a soundproof home theatre, and asked the cook not to disturb him. The late cop also told Singh that he wouldn’t be taking his dog for a walk and stressed again that no one should come downstairs.
