The National Investigation Agency (NIA) has taken seven foreign nationals into custody under the Unlawful Activities (Prevention) Act (UAPA) for their alleged involvement in conspiring to carry out terrorist activities targeting India.
The suspects include six Ukrainian citizens and one American national. According to officials, they were apprehended at three major airports: three in Delhi, three in Lucknow, and one in Kolkata.
Investigators allege that the group had connections to ethnic armed groups operating in Myanmar. Reports indicate the foreigners had engaged in meetings with representatives of these groups, which are linked to insurgent operations in the region.
A key element of the case involves the alleged importation of drones from Europe, purportedly intended for delivery to these Myanmar-based entities. The NIA claims the accused received training in Myanmar related to weapons handling and drone operations, which they intended to use or impart for terrorist purposes against Indian interests.

The Patiala House Court in New Delhi has remanded the seven individuals to 11 days of NIA custody to allow further interrogation and evidence collection.
The arrests stem from intelligence inputs suggesting a broader conspiracy to support anti-India activities through training and supply of equipment such as drones. The NIA is probing potential links between these foreign nationals and insurgent networks active along India’s northeastern borders, where Myanmar-based groups have historically operated.
No additional details on specific ethnic groups or exact drone models have been publicly disclosed at this stage of the investigation.
This development underscores ongoing concerns about foreign actors potentially fueling instability in India’s border regions through technology transfers and militant collaborations.
