BRICS New Delhi Declaration Condemns Pahalgam Terror Attack ‘In Strongest Terms’

In a joint statement released in New Delhi, the BRICS leaders denounced the terror assault that killed 26 people in Pahalgam, Jammu and Kashmir, in April 2025. The attack has been denounced in a statement by the BRICS leaders for the second year in a row.

The statement read, “We strongly condemn the terrorist attack in Jammu and Kashmir on April 22, 2025, which resulted in 26 fatalities and numerous injuries.”

On April 22, 2025, terrorists opened fire on tourists at Baisaran Meadow, which is close to Pahalgam. The attack was attributed to the Resistance Front, which India associates with the Lashkar-e-Taiba organization in Pakistan. Operation Sindoor, in which India targeted terrorist infrastructure in Pakistan and Pakistan-occupied Kashmir, was sparked by the incident.

Regardless of their motivation or the perpetrators, terrorist activities are illegal and unacceptable, according to the BRICS leaders. They reiterated their dedication to fighting terrorism in all of its manifestations, including terrorist financing, safe havens, and cross-border terrorist movement.

According to the proclamation, no religion, nationality, civilization, or ethnic group should be linked to terrorism. It demanded the prosecution of both terrorists and those who encourage them.

It stated, “We urge to ensure zero tolerance for terrorism and reject double standards in countering terrorism.” The leaders went on to say that governments were ultimately in charge of fighting terrorism and that their actions have to adhere to international law. The statement called for increased collaboration and praised the efforts of the BRICS Counter-Terrorism Working Group. The Comprehensive Convention on International Terrorism, a proposed UN treaty first presented by India in 1996, was also encouraged to be adopted as soon as possible.

The proposed treaty aims to provide a unified legal framework for combating international terrorism, including the funding of terrorist activities and assistance to those who commit them.

The BRICS presidents reiterated their commitment to combating cross-border terrorism, financing, and safe havens in their July 2025 Rio de Janeiro declaration, which also denounced the Pahalgam assault.

Leaders of the Shanghai Cooperation Organization denounced the attack a few weeks later, but they did not specifically mention Pakistan in their statement.
