The United Nations Security Council (UNSC) committee that oversees counterterrorism sanctions stated in its report that the Red Fort terror attack in Delhi last year, which claimed 15 lives, has now been formally connected to the offshoot Al-Qaeda in the Indian subcontinent (AQIS).
The attack happened in November of last year on the same day that 2,900 kg of explosives, including ammonium nitrate, were discovered in Faridabad, a neighboring city in Haryana, just 50 km from the capital. After detectives detained two important members of the module, Dr. Muzammil Shakeel and Dr. Adil Rather, and confiscated the explosives, Umar Mohammad, the suicide bomber, allegedly panicked and set off the explosion.
According to the UN body’s assessment, which was released this week, AQIS has continued to transform from a dispersed organization into a regional terrorist organization. The organization used a strategy of growing its network thru small, independent cells rather than creating huge terrorist organizations, it claimed.
The study claims that Al-Qaeda’s affiliate has also set up financial and logistical networks for its activities.
In relation to the explosion near Red Fort in Delhi on November 10, 2025, the National Investigating Agency (NIA) submitted a lengthy 7,500-page chargesheet against ten defendants. Ten people connected to Ansar Ghazwat-ul-Hind (AGuH), a recognized branch of Al-Qaida in the Indian Subcontinent (AQIS), were listed in the chargesheet.
Evidence that several of the accused, including medical professionals, were radicalized and actively involved in recreating the AGuH network was discovered by the NIA throughout the investigation.
In 2018, the Home Ministry declared the AQIS and its affiliates to be terrorist organizations.
The inquiry also showed that Triacetone Triperoxide (TATP), a highly volatile explosive purportedly produced by the accused after obtaining materials covertly and carrying out numerous tests, was utilized in the explosion.
The actions of the terror module extended beyond Delhi. The investigation agency claimed that the accused were getting ready to extend their network to other significant regions of the nation.
