Delhi Cops Detained Twice in Himachal After Arresting Youth Congress Trio Over AI Summit Protest

Shimla police registered an FIR against approximately 20 Delhi Police personnel, charging them with the alleged abduction of three Youth Congress workers Arbaz, Siddharth, and Saurabh from Chanshal Resort in Mandli village, Chirgaon tehsil of Rohru subdivision in Shimla district.

According to Shimla Police, 15–20 plainclothes individuals arrived at the resort early Wednesday, forcibly removed the trio, took possession of their Mahindra Thar vehicle, and confiscated the CCTV DVR without providing any seizure memo or receipt. A complaint prompted the registration of the FIR at Chirgaon police station, followed by an immediate investigation.

Alerted to the incident, Himachal Pradesh Police established a checkpoint at Dharampur in Solan district. In the afternoon, they intercepted and detained the Delhi Police team along with the three individuals.

The situation escalated into a standoff. Delhi Police asserted that the arrests were legitimate, supported by documentation from a related FIR filed in Delhi concerning the Youth Congress protest at Bharat Mandapam. Himachal authorities deemed the operation unauthorized and illegal, citing the failure to notify local police in advance.

The group was escorted to the Shimla district court, where Delhi Police presented their paperwork. After review, the court authorized the Delhi team to transport the trio to the national capital for further legal action.

As the convoy departed toward Delhi in the evening, Shimla Police halted them once more near Shoghi. Officers informed the team of the abduction FIR and instructed them to cooperate with the ongoing probe.

In response to the developments, Delhi Police arranged medical examinations for Arbaz, Siddharth, and Saurabh at Deen Dayal Upadhyay Hospital in Shimla. As of late Wednesday, the examinations were in progress, after which the team intended to produce the accused before the Shimla Chief Judicial Magistrate court to request transit remand.

The episode traces back to the underlying protest at the AI summit and a prior Delhi Police raid on February 21 at Himachal Sadan in Delhi, where officials believed the involved Youth Congress members were residing. Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, present in Delhi with other ministers that day, publicly condemned the raid and emphasized that Delhi authorities should have informed Himachal government officials beforehand.
