Gujarat Assembly’s 7th Session to Begin on September 8, Five Bills to Be Tabled

Ahmedabad: The 7th session of the 15th Gujarat Assembly will be held from September 8 to 10, 2025. The three-day session will commence on September 8 with the Question Hour, followed by a day-long discussion on condolence resolutions. The House will then be adjourned for the day. On September 9 and 10, apart from routine proceedings and Question Hour, five key bills will be presented.

Five Bills to Be Introduced During the session, the state government is set to present the following bills:

  • The Factories (Gujarat Amendment) Bill, 2025 – by the Department of Labour, Skill Development and Employment
  • The Gujarat Goods and Services Tax (Second Amendment) Bill, 2025 – by the Finance Department
  • The Gujarat Jan Vishwas (Amendment of Provisions) Bill, 2025 – by the Industries & Mines Department
  • The Gujarat Medical Practitioners (Amendment) Bill, 2025 – by the Health & Family Welfare Department
  • The Gujarat Clinical Establishments (Registration and Regulation) (Amendment) Bill, 2025 – also by the Health & Family Welfare Department

Rationale Behind the Proposed Amendments

Explaining the details, state minister Rushikesh Patel said the Factories (Amendment) Bill aims to promote industrial investment, generate more employment opportunities, and improve workplace benefits and protections, particularly for women workers. He noted that an ordinance had already been brought to amend factory working hours, and the bill seeks to convert that ordinance into law.

Similarly, the Gujarat GST (Amendment) Bill seeks to align the state’s GST Act with recommendations of the GST Council and ensure consistency with the Central Goods and Services Tax Act (2017). An ordinance was earlier issued for compliance purposes, and this bill will now formalise the changes.

The Jan Vishwas Amendment Bill is designed to simplify legal compliances, promote digitisation, and rationalise procedures to make doing business easier in Gujarat while also reducing the burden of litigation on courts.

In the health sector, the state will introduce amendments to the Gujarat Medical Practitioners Act, 1963. As per central government directions, the regulatory body overseeing Ayurveda and Unani practitioners will be termed the State Medical Council for Ayurvedic and Unani Systems of Medicine. Accordingly, the word “Board” will be replaced with “Council” in the Act, requiring statutory amendments.

Finally, the Gujarat Clinical Establishments (Amendment) Bill, 2025 will extend reasonable timelines for mandatory registration of clinical institutions under the Gujarat Clinical Establishments (Registration and Regulation) Act, 2021, ensuring smoother implementation across the state.
