New Delhi : Finance Minister Nirmala Sitharaman on Sunday lays down the Viksit Bharat Vision in her Budget Session 2026. She firmly said centres “Sankalp” (mission) remains in focus on the poor, underprivileged and disadvanted, and therefore announced a three-fold framework of Kartavya in order to guide policy action to move forward.
3 Kartavya’s Set By Nirmala Sitharaman:
Calling this the first Budget prepared at Kartavya Bhavan, Finance Minister Nirmala Sitharaman stated that the government is guided by three central principles of Kartavya to reinforce India’s economic and social foundations in the face of global uncertainties.
- Economic Growth :
Finance Minister Nirmala Sitharaman, in her Budget speech, stated that the government’s first Kartavya is to drive and sustain economic growth by improving productivity, enhancing competitiveness, and strengthening resilience against global volatility. She emphasized that raising efficiency and fortifying the economy’s capacity to withstand external shocks will continue to be a central priority.

2. Capacity Building :
The second principle emphasizes people-centric development. The Finance Minister explained, “Our second Kartavya aims to meet the aspirations of our citizens and strengthen their capacities, making them active partners in India’s journey toward prosperity.” She highlighted the focus on skill development, employment generation, and human capital enhancement.
3. Universal Access :
The third principle, reflecting the government’s Sabka Saath, Sabka Vikaas vision, seeks to promote inclusive growth. Sitharaman noted, “It is designed to ensure that all families, communities, regions, and sectors have equitable access to resources, facilities, and opportunities for meaningful participation in the country’s progress.”
