Centre Releases Draft Rules for VB-G RAM G Act Ahead of July 1 Rollout; Public Can Submit Views Till June 21

The Union government on Saturday published draft rules under the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Act 2025, inviting public feedback before the rural employment framework goes live nationwide on July 1, 2026.
The Ministry of Rural Development said the rules have been framed under Section 33 and other relevant provisions of the Act and placed in the public domain to ensure stakeholder consultation before finalisation. Individuals, organisations, and institutions can submit objections or suggestions on the e-Gazette portal until June 21.
The VB-G RAM G Act was notified on May 11, 2026, replacing the Mahatma Gandhi National Rural Employment Guarantee Act framework in a phased manner.
The ministry said the draft rules are designed to build the institutional, administrative, financial, and governance architecture required to run the new rural livelihoods and employment guarantee programme.
The rules released for consultation cover a range of areas: Transitional Provisions, National Level Steering Committee, Central Gramin Rozgar Guarantee Council, Administrative Expenses, Grievance Redressal, and payment of wages and unemployment allowance. Draft norms on expenditure beyond normative allocations and financial arrangements for Union Territories without legislatures have also been issued.
The Transitional Provisions Rules, 2026 are intended to ensure a smooth migration from the MGNREGA regime to the new scheme, with provisions for continuation of ongoing works, settlement of liabilities, validity of existing job cards, and interim fund arrangements until states formally notify and operationalise the programme.
The Grievance Redressal Rules, 2026 propose a technology-enabled, time-bound mechanism with provisions for digital registration, tracking, escalation, and appeals.
