A rare and unusual scene unfolded on the opening day of the Winter Session in Parliament on Monday when Congress MP Renuka Chowdhury arrived at the House with her pet dog, sparking immediate debate and controversy. The sight of a personal pet in the high-security premises quickly became the day’s most talked-about incident.

She further said that if there’s anyone to worry about biting, it’s not the dog, it’s some people in Parliament. “Why should this be an issue inside Parliament? Those who can bite, are inside the Parliament,” she told reporters. Asked about possible security violations, Chowdhury was dismissive, “What security concern are we talking about? Give the dog a pass too, what else can we say?” The day marked the formal beginning of the Winter Session, which will run until 19 December, with 15 sittings scheduled over 19 days.

The government has listed 13 new bills for introduction, including major legislative proposals such as the Atomic Energy Bill, 2025, the Higher Education Commission of India Bill, 2025, to replace bodies like the UGC, Corporate Laws (Amendment) Bill, Insurance Laws (Amendment) Bill and National Highways (Amendment) Bill. Finance Minister Nirmala Sitharaman is set to introduce the Central Excise (Amendment) Bill and the Health Security and National Security Cess Bill, 2025. The Opposition plans to raise several issues during the session, including the ongoing SIR, economic inequality, the Delhi blast, pollution, and matters relating to foreign policy.
