BRICS Summit: PM Modi, World Leaders Condemn Pahalgam Terror Attack, Call For Global Action

At the 17th BRICS Summit in Rio de Janeiro, Prime Minister Narendra Modi strongly condemned the recent terrorist attack in Jammu and Kashmir’s Pahalgam, urging the international community to act decisively against terrorism without double standards. Addressing the BRICS session on Peace and Security and Reform of Global Governance, PM Modi said, “Terrorism is among the most serious challenges facing humanity. Recently, India faced an inhuman and cowardly terrorist attack in Pahalgam. This was an attack on all of humanity.”
He emphasized that the global fight against terrorism must be unified and uncompromising, asserting that any nation supporting terrorism must face consequences. “There is no room for double standards. If any country provides direct or indirect support to terrorism, it must pay the price for it. There must be absolutely no hesitation in imposing sanctions against terrorists. We cannot weigh victims of terrorism and its supporters on the same scale,” he said.
PM Modi also warned against the dangers of silent approval or political support for terrorism, adding, “For personal or political gain, giving silent consent to terrorism, supporting terror or terrorists, should not be acceptable under any circumstances. There should be no difference between words and actions regarding terrorism. If we cannot do this, then the question naturally arises whether we are serious about the fight against terrorism or not?”
He reaffirmed India’s commitment to peace, drawing on the nation’s moral foundations. “India will continue to pursue the path of peace, inspired by the teachings of Mahatma Gandhi and Gautam Buddha. No matter how difficult the circumstances, peace remains the best path for the welfare of humanity.”
In a joint declaration, the BRICS nations, Brazil, Russia, India, China, and South Africa, condemned the Pahalgam incident “in the strongest terms,” labeling it as “criminal and unjustifiable.” The leaders reiterated a collective commitment to combat terrorism in all forms, calling for zero tolerance and accountability for those involved in terrorist activities.

“We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025, during which 26 people were killed and many more injured. We urge to ensure zero tolerance for terrorism and reject double standards in countering terrorism,” the declaration stated.
The BRICS leaders also emphasized the importance of holding terrorists and their supporters accountable, regardless of motivation or justification. The joint statement rejected any link between terrorism and religion, nationality, or ethnicity, and backed international efforts to combat designated terrorist groups and individuals.
The declaration called for the expeditious adoption of the Comprehensive Convention on International Terrorism under the UN framework and welcomed the progress of the BRICS Counter-Terrorism Working Group (CTWG) and its subgroups.
The leaders further agreed to deepen cooperation in areas such as countering terrorist financing, safe havens, cross-border movement of militants, and the use of new technologies and cryptocurrencies for extremist activities. The BRICS bloc expressed commitment to fighting illicit financial flows, money laundering, and transnational organized crime.
In a broader address on global governance, PM Modi also stressed the urgent need for reform of international institutions like the UN Security Council and the Bretton Woods system, citing unfair treatment of the Global South.
“The Global South remains a victim of double standards,” he said, calling for more inclusive and representative global decision-making structures. The BRICS declaration echoed these concerns, criticizing “the proliferation of trade-restrictive actions” and reaffirming support for a fair, rules-based multilateral trading system with the WTO at its core.
As the summit concluded, leaders presented a united front against terrorism and unequal global systems, sending a clear message of resolve and cooperation. Whether these declarations translate into concrete international action remains to be seen.
